Once Visio is associated with your Microsoft account, you no longer need the product key. It will always be linked to your account and you can re-download the app or manage your license from account.microsoft.com.

No existing Visio files or drawings will be harmed, and you can easily change Visio out of reduced-functionality mode by following the instructions that are outlined in the screens presented. For more information, see the "Quit Reduced-Functionality Mode" section of this article.
If you do not have Internet connectivity, or you choose not to activate Visio by using the Internet, you can use the telephone to activate Visio. To activate your product this way, start Visio, and then follow these steps:
If you do not want to activate your copy of Visio, you can click Activate Later on any page of the Activation Wizard. The wizard warns you that you have a specified number of times to run the product before you are required to activate it. Click Exit to close the wizard. NOTE: If you decide to activate your license at a later time, the activation counter decrements each time that you start the Visio program. If the counter reaches zero, the Visio program begins running in reduced-functionality mode.
If your purchase of Office or Microsoft 365 came with a product key, you enter your product key on one of the websites listed below for your product. After you enter your key, you can download and install Office, or you can renew your Microsoft 365 subscription.
If you see the error This product key has already been used when you enter your product key on www.office.com/setup or Microsoft365.com/setup, this means your product key has already been redeemed and is no longer needed.
I've scripted an install for Visio Pro 2016 to install as a standalone using Click-to-Run and deploy from SCCM on systems with Office 365. After installing Visio Pro 2016 standalone, when you open any Office 365 application you get an Enter Your Product Key prompt. You can just hit back and the product will be activated. You will not get the prompt again, even with other Office applications. Any idea what causes this after the Visio install? It also occurs for a Project Pro 2016 standalone install too.
Currently, I suggest you search CMD, right-click the Command Prompt and run as administrator. Then copy and paste the command in it, click Enter at last: cscript.exe "%ProgramFiles%\Microsoft Office\Office16\ospp.vbs" /dstatus Then please share the results of command with me, I would check whether there is other Visio product informaton effects your Visio activation.

A Product Key enables use of a software product you have licensed under a specific Volume Licensing program. The Product Keys listed in the VLSC should be used with only Volume License products and are intended for use by your organization only.
If your agreement authorizes you access to a product that requires a key, those keys will be displayed in the "Downloads and Keys" section. However, some products do not require a product key. This will be stated in special instructions listed in the product description in the "Downloads and Keys" catalog.

The number of activations available for a product may not always match the number of licenses purchased.
